Petitioner brings this CPLR article 78 proceeding challenging the January 22, 1991 decision of the Parole Board, administratively affirmed by the Appeals Unit, February 1991, upon the grounds that the reasons for denial of parole were nonspecific; that the Board failed to consider petitioner's rehabilitation; and that the Board's decision was arbitrary.
