The threshold issue in this case is whether the trial court had subject-matter jurisdiction of the R.C. Chapter 2506 appeal filed by the Washington Township trustees from the allowance of a municipal petition for annexation pursuant to R.C. 709.16(B). For the reasons that follow, we answer such query in the negative.
