This is an action on a bond. Md.Transp.Code Ann. (TR), § 15-308 requires, as a condition of licensure, that an automobile dealer post a $15,000 bond with the Motor Vehicle Administration. Section 15-103(a) requires that the bond be for the benefit of the Administration "and any other person who suffers any loss because of a violation by the licensee [of certain provisions of the Maryland Vehicle Law]."
