We reject each of relator's claims for relief, overrule her motion for summary judgment, and deny the writ.

Relator's first claim for relief is based on the recent history of federal litigation involving Ohio's apportionment plans. In 1988, African-American plaintiffs challenged the house district boundary created in Mahoning County under the 1981 state apportionment plan in the United States District Court for the Northern District of Ohio...
