Superior Stores Company (the corporation) petitions for review of a decision of the State Health Facilities Hearing Board (Board) affirming the Department of Health's denial of the corporation's application to participate in the Commonwealth's Supplemental Food Program for Women, Infants, and Children (WIC program).
