Welsh appeals from a judgment dismissing his action against defendant City of Tulsa, Oklahoma (the City), for denying him employment as a firefighter.1 He alleged claims under 29 U.S.C. § 794 (the Rehabilitation Act of 1973, or the Act), and 42 U.S.C. § 1983.
