On January 10, 1990, defendants-appellants Anselmo Navarez and Paulin Valles-Rodriguez together with Rosalie Huereca, Hector Mendoza-Martinez, and Santos Salgado were charged in a two count indictment with conspiracy to possess cocaine with intent to distribute and possession of cocaine with intent to distribute, in violation of 21 U.S.C. §§ 841(a)(1), 846, and 18 U.S.C. § 2. Huereca, Mendoza-Martinez, and Salgado pleaded guilty...
