The principal charge is that Peggy, her two brothers, Douglas and Craig, and a friend, R.D. Cheely, constructed a bomb and mailed it to the address of a former friend, George Kerr, who had testified against Peggy, Douglas and Cheely in a prior state murder prosecution.
