In his original complaint, the plaintiff, Dr. Robert Mitchell, asserted six constitutional claims pursuant to 42 U.S.C. § 1983 and three state law claims under the court's supplemental jurisdiction, 28 U.S.C. § 1367, all of which arose out of events occurring in connection with his appointment...
