On January 11, 1988, Plaintiff-Appellant Dorothy Jones filed a petition on behalf of her son, Felix Jones, for child's insurance benefits based on the earning record of Kelly Stroud, who died January 2, 1988. This application was denied. Ms. Jones filed a Request for Reconsideration, and her application was again denied. Subsequently Ms. Jones filed a request for a hearing.
