West Washington County Emergency Medical Services (WWCEMS) and Emery Phillips1 appeal from the order of the District Court2 granting summary judgment on their 42 U.S.C. § 1983 (1988) action3 in favor of Washington County and Central Emergency Medical Services (CEMS). We affirm.
