The petitioners challenge the decision of the Merit Systems Protection Board (Board), sustaining their indefinite suspensions without pay from their jobs at the Norfolk Naval Shipyard. The suspensions followed the termination of their access to classified information, and were to continue until the agency determined whether to cancel their security clearances.
