The Department of Transportation, Bureau of Driver Licensing (Department) appeals an order of the Court of Common Pleas of Crawford County which sustained the appeal of Monte Allen Morris (Morris) from the Department's notice of suspension of his operating privilege pursuant to Section 1786(d) of the Vehicle Code1 (Code).
