In April 1989, George Ingram entered into a plea agreement with the United States Attorney's Office for the District of Colorado. In May 1991, a federal grand jury in the Western District of Wisconsin indicted Mr. Ingram on drug charges that he contends were precluded by the April 1989 Colorado plea agreement.
