This is an appeal from a judgment of the Athens County Court of Common Pleas. We affirm.

The Athens County Property Owners Association ("ACPOA") is a nonprofit organization composed of various members of the Athens community who own rental property. In March 1991, the ACPOA requested that the city of Athens supply certain records pertaining to rental property pursuant to R.C. 149.43.
