Following a 1984 conviction for burglary with a sentence of five-to-ten years confinement, Jerry L. Heffernan received parole in 1987. During that parole, he was convicted in Montana in 1988 for automobile theft. Upon release from the confinement sentence in Montana, he was subjected in Wyoming to a September 21, 1990 parole revocation. It is his present claim, first made before the parole board...
