Barbour, appeals from the decision of the Court of Common Pleas of Franklin County (trial court) denying contribution from and granting summary judgment to John R. Kriner (Kriner) and the Borough of Chambersburg (Borough). Kriner and the Borough cross appeal on the basis for the grant of summary judgment.
