Plaintiff-appellant Vazquez brought suit pursuant to 42 U.S.C. § 1983 against defendant-appellee Metropolitan Dade County ("Dade County") and several of the County's police officers, claiming police misconduct during an August 18, 1981, shootout at Vazquez's home. Plaintiff alleged that the individual officers used excessive force against the plaintiff during that shootout, in violation of Vazquez's rights under the Fourth and Fourteenth...
