Since 1983, the plaintiff has sought its day in court to litigate its claim against the defendant department of transportation (state) arising out of certain construction work it performed in the city of Hartford. Most recently, it attempted to reopen a 1988 judgment of dismissal pursuant to section 2 of No. 91-284 of the 1991 Public Acts (section 2).1 The trial court, however, denied the plaintiff's motion to reopen the judgment...
