RUSSON, Judge:

Petitioner, Joel A. Cross, appeals from a final agency order of the Industrial Commission of Utah denying his claim for workers' compensation benefits pursuant to Utah Code Ann. § 35-1-45 (1988). We affirm.

I. FACTS
