Lautaro Cea was convicted of conspiring to possess cocaine with intent to distribute, attempting to possess cocaine with intent to distribute, and using the telephone to facilitate a controlled substance offense. 21 U.S.C. §§ 841(a)(1), 846, and 843(b). The district court sentenced Cea to 109 months in prison, but on appeal this court reversed the attempt conviction and remanded for resentencing. United States v. Cea,
