The legal issue before us concerns the scope of the district court's "inherent power" to "fashion an appropriate sanction for conduct which abuses the judicial process." Chambers v. Nasco, Inc., ___ U.S. ___, ___, 111 S.Ct. 2123, 2133, 115 L.Ed.2d 27 (1991).
