Petitioner Adil Zulbeari, appeals from a decision of the Board of Immigration Appeals (the BIA) denying his application for asylum and ordering his deportation. Zulbeari, an ethnic Albanian Muslim, who is a citizen of Yugoslavia, entered the country near El Paso, Texas as an alien and without inspection by an immigration officer.
