Willie Scott had been a numbers writer and a lookout at a bookie joint in Roxbury, Massachusetts, during the years of 1987 and 1988. On February 2, 1989, he was subpoenaed for the first time to testify before a federal grand jury investigating illegal numbers gambling in the city of Boston.
