This action arises as a result of the Pennsylvania General Assembly's enactment of automobile insurance reform legislation in February of 1990. See 75 Pa.C.S.A. §§ 1791-1799.7 ("Act 6"). Act 6 required insurers, inter alia, to reduce private passenger motor vehicle insurance rates by between ten (10) and twenty (20) percent.
