By information filed in the Family Court on March 6, 1990, the defendant-appellant, Charles Slater ("Slater"), was charged with committing several misdemeanor offenses against a victim who was a child ("the Family Court charges"). See 10 Del.C. § 922(a)(1). On the day before Slater's trial was to begin, August 21, 1990, the prosecutor informed the Family Court by letter of the State's intentions to nolle prosequi the Family...
