Dr. Frank Brown, a psychologist licensed to practice psychology in Florida, appeals an order of the Department of Professional Regulation entered after a Probable Cause Panel of the Board of Psychological Examiners determined that probable cause existed to believe that Dr. Brown had violated Chapter 490, Florida Statutes. The appealed order denies Dr. Brown's requests for a formal hearing and a finding of improvidently
