Apolinar1 and his wife Stella Benavides brought this § 1983 action against Wilson County and Marvin Baumann, its Sheriff, alleging that both the County and the Sheriff maintained policies that failed adequately to hire, train, and supervise jail personnel. The Benavideses allege that the police seriously injured Apolinar while he was jailed. Stella Benavides also brought pendent state-law claims...
