On May 16, 1991 the State Bar of Wisconsin petitioned for the reinstatement of the integrated bar in Wisconsin by resumption of enforcement of the court's rules, SCR 10.03(1) and 10.03(4), establishing membership in the State Bar of Wisconsin as a condition precedent to the right to practice law in Wisconsin and limiting the practice of law in the state to enrolled active members of the State Bar.
