Plaintiff, Robert Martyr, brings this civil rights action under 42 U.S.C. § 1983 against three staff members of the Oregon State Hospital. Martyr contends that his rights under the First and Fourteenth Amendments to the United States Constitution are violated by the actions of defendants in censoring his outgoing mail.
