This appeal concerns venue in an action brought under the Fair Debt Collection Practices Act, 15 U.S.C. §§ 1692-1692o (1988). Specifically, the issue is whether venue exists in a district in which the debtor resides and to which a bill collector's demand for payment was forwarded. The issue arises on an appeal by Phillip E.
