The Immigration and Naturalization Service ordered the petitioner Nasredin Joehar deported and later denied his motion to reopen the deportation proceeding against him. While Joehar's petition for review of that decision was pending in this court, he voluntarily left the United States. Three weeks later the INS denied him re-entry, and now moves to dismiss his petition...
