Talbert Manufacturing Co. discharged Randle Bougher, an employee and a member of the United Steelworkers of America Local 6928, for allegedly violating several work rules. Before the discharge, Bougher had been suspended for five days. Later, Bougher filed a grievance contesting his suspension under the procedures set forth in the contract between Talbert and the Union.
