This is an appeal by Stoltz Management Co., Inc. ("Stoltz") from a Superior Court ruling which affirmed a decision of the Consumer Affairs Board ("Board"). The Board's decision had upheld an earlier Cease and Desist Order issued by the Director of the Division of Consumer Affairs ("Director"), ordering Stoltz to cease charging its tenants a non-refundable redecorating fee.
