Appellant is the natural father of the child T.T., who, along with her younger half-brother, L.J.T., was removed from their mother's care after the mother entered a stipulation to neglect under D.C.Code § 16-2301(9)(B) (1989). Appellant challenges the trial court's ultimate decision to return the children to the mother under the court's protective supervision, subject to a right of visitation by appellant.
