On May 22, 1989, Zack Stamp, Director of defendant Illinois Department of Insurance (Department), issued an order revoking the Illinois insurance producer's license of plaintiff Donald M. Medley. Plaintiff then requested and received a hearing before a hearing officer. On August 1, 1990, acting on behalf of the Department, Stamp issued an order approving the hearing officer's recommendation revoking plaintiff...
