This appeal arises out of plaintiffs' eight count complaint challenging the constitutionality of Public Act 87-733, eff. July 1, 1992 (the Act), as well as a tax ordinance (the tax) passed by the defendant (the Authority) pursuant to the Act. The Act amends the Metropolitan Pier and Exposition Authority Act (Ill.Rev.Stat.1991, ch. 85, par. 1221 et seq.). Plaintiffs are two classes that will be adversely affected...
