Kasib Tauheed Bilal appeals from a final order entered in the District Court1 for the Eastern District of Arkansas denying his Fed.R.Civ.P. 60(b) motion for relief from the district court's sua sponte dismissal of his civil rights complaint prior to service of process. We affirm.
