Respondents, City of Albuquerque (City) and the City of Albuquerque Personnel Board (personnel board), appeal the district court's reversal of the personnel board's decision to uphold the termination of Petitioner Alfred R. Walck (Walck), an officer of the Albuquerque Police Department (APD).
