This action began when the Devilles sought the benefit of the debt restructuring and loan servicing procedures provided by the Farmers Home Administration (FmHA) pursuant to 7 U.S.C. § 2001, 7 C.F.R. § 1951.909 and Subpart S of Part 1951 (1951-S procedures).
