RICHARDSON, Presiding Judge.

Petitioners seek review of, and the city of Jacksonville cross-petitions from, LUBA's remand of the city's denial of petitioners' tentative subdivision plat. We affirm.

This is the second time that decisions on the subdivision application have been before LUBA and us. In the earlier appeal, LUBA remanded the city's approval of the tentative plat. Cecil v. City of Jacksonville, 19 Or LUBA 446, aff'd.
