The public guardian, on behalf of M.B., a minor, appeals from an order of the circuit court which granted the motions of M.B.'s parents, Marion Bo. and Annie Bo., to dismiss the proceedings with prejudice. In granting the motions, the circuit court found that it lacked subject matter jurisdiction, and it required that M.B. be returned to the custody of his parents.
