On May 18, 1990, the defendant, Robert C. Longhibler, pled guilty to six counts of child sexual abuse and one count of child physical abuse based upon offenses committed between January 1, 1985, and January 18, 1986. Subsequently, defendant filed for post-conviction relief under Rule 24.035 asserting that the circuit court lacked jurisdiction to prosecute these seven charges because the three-year statute of limitations provided in section 556.036.2...
