Plaintiff, Winston Ragon, filed a complaint in the circuit court of Tazewell County seeking administrative review of an order of defendant, Board of Fire and Police Commissioners of the Village of Creve Coeur (the Board), that terminated plaintiff's employment with the Creve Coeur police department. The circuit court affirmed the decision of the Board and plaintiff appeals.
