We review Reynolds v. State, 558 So.2d 127 (Fla. 1st DCA 1990), on the basis of two questions certified by the First District Court of Appeal to be of great public importance:

WHETHER IT IS PROPER FOR POLICE TO HANDCUFF A PERSON WHOM THEY ARE TEMPORARILY DETAINING. WHETHER A PERSON'S CONSENT TO SEARCH CAN LEGALLY BE VOLUNTARY IF GIVEN WHILE HANDCUFFED DURING TEMPORARY DETAINMENT. ...
