Petitioner Brotherhood of Railway Carmen ("BRC") filed an action in July 1988 to enforce award No. 768 of Special Board of Adjustment No. 570, which is a board of adjustment within the meaning of Section 3 Second of the Railway Labor Act (45 U.S.C. § 153 Second).
