Plaintiffs and the Board seek rehearing, contending that instead of vacating the portions of the consent decree that conflict with the collective bargaining agreement, we should modify the decree only to the extent it enjoins implementation of the agreement. Such an order would leave the Board with incompatible obligations — bound by contract with the union to do one thing and by judicial decree to do something...
