In January 1991, defendant, Jerry Burke, pleaded guilty pursuant to a plea agreement to a charge of criminal sexual assault (Ill.Rev.Stat.1989, ch. 38, par. 12-13(a)(3)). The charge alleged that defendant, the stepfather of S.E., committed an act of sexual penetration with S.E. at a time when she was under 18 years of age.
