The Director of the Dallas County Protective Services Unit of the Texas Department of Human Services (State) brought suit to terminate the parent-child relationships of Larry Wayne Bowling, Jr. (father) and Cheryl Bowling (mother) to their two youngest children, L.B. and C.B.
