In In re Cooper, 591 A.2d 1292 (D.C.1991) ("Cooper I"), we accepted the Board's conclusion that Cooper had misappropriated his client's money,1 but remanded to permit the Board to make an appropriate recommendation of sanction in light of our decision in In re Addams,
